O mês de março foi simbólico para alunos, professores e funcionários do Campus dos Malês da Universidade da Integração Internacional da Lusofonia Afro-Brasileira (Unilab), instituição federal localizada no município de São Francisco do Conde, na região do Recôncavo Baiano (BA).

Uma cerimônia no pátio marcou a retomada das obras das salas de aulas do campus, iniciadas em 2014 e jamais terminadas por falta de recursos. “Faz dez anos que funcionamos em locais cedidos pela prefeitura”, explica a professora Clarisse Goulart Paradis, doutora em Ciência Política pela Universidade Federal de Minas Gerais (UFMG) e vice-presidente do Sindicato dos Professores das Instituições Federais de Ensino Superior da Bahia (Apub).

De lá para cá, embora a universidade tenha se tornado uma comunidade acadêmica vibrante de alunos negros, quilombolas e africanos dos países de língua portuguesa, com cursos de graduação e pós-graduação, os reflexos da falta de recursos são visíveis.

“Não temos sala de aulas para nossos cursos de graduação e pós-graduação; muito antes da pandemia começamos a fazer um esquema híbrido e de rodízio de salas. Temos problemas muito concretos de falta de transporte público, falta de residência universitária, sendo que presença da universidade pressiona o preço dos imóveis”, diz Paradis, dando exemplos do que ela chama de cadeia de efeitos do “desfinanciamento”.

A retomada das obras dos dois prédios, que terão salas de aula e laboratórios previstos para ficarem prontos no ano que vem, é um dos primeiros sinais positivos de investimento após anos de retração. Entre 2014 e 2022, o valor investido por estudante pelo governo federal na Unilab caiu em 15,8%, de acordo com levantamento feito pelo Departamento Intersindical de Estatística e Estudos Socioeconômicos (Dieese).

A paralisação de professores e funcionários que acontece em ao menos 29 instituições federais de ensino superior desde 15 de abril, reflete a expectativa do segmento por uma recuperação de orçamento do setor, que viveu forte expansão nos dois primeiros governos de Luiz Inácio Lula da Silva, seguida de redução orçamentária prolongada, especialmente nas gestões dos presidentes Michel Temer e Jair Bolsonaro. O levantamento do Dieese aponta que, entre 2010 e 2022, o valor empenhado por estudante das universidades federais – ou seja, os recursos reservados pela União para investimento – encolheu em 68,7%.

Os relatos entre professores, funcionários e alunos apontam um acúmulo de demandas: alunos pagando insumos de laboratório ou interrompendo pesquisas, técnicos substituídos por trabalho terceirizado, falta de residência estudantil e políticas de assistência que integravam a política de expansão das universidades para além dos grandes centros.
